    Richard Mueller, who's fighting the city about beautification improvements,  he was required to make around the parking lot and sidewalk.
Mueller has been fighting the city since March 2011 on neighborhood beautification improvements he was required to make after adding a couple parking spaces to his business. Other businesses in the area have not had to, including AE and the ice cream shop next door. He wonders why the city hasn't had to condemn the land and reimburse property owners to make the changes.     This one began as a garden-variety dispute between a businessman and the city of Des Moines over changes made to a parking lot at a Subway sandwich shop.
